Senior Driver Safety Report

This campaign identifies where senior drivers and road users appear safest, using observed fatal crash and fatality outcomes involving older drivers, the proportion of older road users, and senior-specific licence-renewal safeguards.

All scores run 0-100. Higher = safer. Higher raw values which indicate worse outcomes were reversed so that higher scores reflect safer parameters. USA, Australia and Europe are separate indices and scores are only compared within each region. Some scores have been rounded up or down to the nearest % figure.

Support measures the same concept in each region: senior-specific licence-renewal safeguards. A score of 0 means no age-specific senior renewal/medical safeguard was identified. It does not mean the place has no general licensing rules.

Weightings:
– Risk (fatal crash/fatality outcomes) = 50%.
– Exposure (share of older road users) = 20%
– Support (licence-renewal safeguards) = 30% in every regional index.

Metrics:
Senior road fatalities and crashes
– Australia: Based on the total across the five years from 2021 to 2025. Senior-driver deaths are expressed per 100,000 residents aged 65 and over.
– USA: Based on the total across the five years from 2020 to 2024. Fatal crashes involving senior drivers are expressed per 100,000 licensed drivers aged 65 and over.
– Europe: Based on 2023 only, the latest consistent single year available across the included European countries. Senior road deaths are reported per one million residents aged 65 and over.
– The Australian and US figures are therefore five-year cumulative rates, while the European figure is a single-year rate. Each region is scored separately, so the different regional rates are not directly compared with one another.

Senior population share
This metric measures the percentage of each state or country’s population aged 65+. It is used as a measure of exposure: areas with a larger senior population are likely to have more older people using the road.
It does not measure exactly how many seniors drive. In Australia and Europe, consistent licence-holder data by age was not available across every location, so senior population share was used as the most reliable comparable measure

Support licence-renewal safeguards:
This metric assessed senior driver licensing requirements, including medical assessments, vision testing, fitness checks, licence renewal frequency and any age-based testing requirements. Jurisdictions were then awarded a score out of 10 based on the strength of these safeguards.

Australia Metrics
Australian risk metrics from ARDD (Australian Road Deaths Database)/BITRE (Bureau of Infrastructure and Transport Research Economics) senior driver deaths and senior road-death share. Exposure metrics from ABS (Australian Bureau of Statistics) 65+ population share. Support metrics from Office of Road Safety older-driver rule summaries, mainly age triggers, medical checks, vision checks and practical-assessment rules.

Europe Metrics
Risk metrics from ERSO (European Road Safety Observatory)/CARE (Community Road Accident Database) senior fatalities. Exposure metrics from Eurostat 65+ population share. Support metrics are from whether older drivers face age-specific renewal cycles or medical/fitness-to-drive checks.

USA Metrics
Risk metrics from FARS (Fatality Analysis Reporting System) fatal crashes involving drivers aged 65+ and DOT (United States Department of Transportation) licensed-driver denominators. Exposure metrics from the senior share of licensed drivers. Support metrics are detailed state renewal rules including cycle length, in-person renewal, online restrictions, vision tests and reporting rules.
